Building an AI Center of Excellence: A Practical Guide

An AI Center of Excellence helps organizations move from scattered AI experiments to systematic value creation. Here's how to build one that works without becoming a bureaucratic bottleneck.

An AI Center of Excellence (CoE) sounds like something that only large enterprises need — a committee that approves AI projects, publishes best practices, and generally slows things down while adding layers of process. In practice, a well-designed AI CoE does the opposite: it accelerates AI adoption by removing the uncertainty that slows individual teams down, creates shared infrastructure that teams do not have to rebuild independently, and prevents the failures that happen when AI is deployed without coordination.

The key distinction is between a CoE designed around governance and approval (slow, bureaucratic, resented) versus one designed around enablement and standards (fast, valued, effective). This guide describes the latter.

Why Build an AI CoE?

The trigger for a CoE is usually one of three situations:

Fragmentation problem: AI adoption is happening in pockets. Engineering is using Copilot. Marketing is using several writing tools. Sales is experimenting with AI SDRs. Finance is not using anything. There is no shared learning, no consolidated purchasing leverage, and no way to answer "what is our AI strategy?"

Governance problem: An incident has occurred or a risk has been identified that requires clearer AI oversight. A data exposure through an unapproved AI tool. An AI-generated content error that reached customers. An employee asking whether they can use AI for a sensitive task and getting different answers from different managers.

Scale problem: The organization has decided to invest significantly in AI and needs a structure for deploying that investment systematically rather than ad-hoc.

If you are experiencing any of these, the CoE structure is worth building. If you are a 15-person company where everyone can coordinate in a single Slack channel, the formal structure is premature.

The CoE Model That Works

The AI CoE model that consistently outperforms alternatives is the hub-and-spoke with embedded practitioners:

The hub (central CoE team): A small dedicated team — often 2-4 people in a mid-market company, 5-10 in an enterprise — who own AI strategy, governance, evaluation, and shared infrastructure. This team does not approve every AI decision; it sets the standards that allow departments to make their own decisions confidently.

The spokes (department AI leads): In each major department (Engineering, Sales, Marketing, Operations, Finance), one person with a dotted-line responsibility to the CoE serves as the AI lead. This is often a part-time role added to an existing job, not a dedicated hire. The departmental AI lead applies CoE standards to their department's specific context and represents their department's needs back to the hub.

This model distributes AI knowledge throughout the organization without creating a centralized bottleneck.

The Hub Team: Roles and Responsibilities

AI Lead (or Chief AI Officer at scale): Owns AI strategy, budget, and relationships with AI vendors. Responsible for the organization's AI roadmap and for communicating AI progress to executive leadership.

AI Evaluation Specialist: Owns the tool evaluation process. When a team wants to adopt a new AI tool, this person leads the assessment. They maintain the approved tool list, manage vendor relationships, and track the AI tool market.

AI Implementation Lead: Helps teams deploy AI tools effectively once approved. Creates playbooks, runs training, and troubleshoot adoption issues. The person who ensures pilots turn into lasting deployments.

AI Governance and Compliance: Owns the AI use policy, monitors regulatory changes, maintains vendor compliance documentation, and manages AI-related security incidents. Can be a shared role with IT security at smaller organizations.

Building the Approved Tool Framework

One of the CoE's first and most valuable deliverables is a clear framework for AI tool approval. The framework answers:

What tools are pre-approved for use without additional review? Define a list of tools that any employee can use for specified purposes without going through the evaluation process. These are tools that have already been assessed and approved for general use.

What tools require department-level approval? Tools that are lower risk but not yet on the pre-approved list — a department AI lead can approve within their domain without a full CoE review.

What tools require CoE review? Tools that access sensitive data, require significant integration work, or have material cost. Define the criteria and the SLA for review (target: 10 business days).

What is explicitly prohibited? Clear prohibitions prevent the "I didn't know" scenario. Publish the prohibited-use list alongside the approved list.

This framework allows teams to move fast on clearly approved tools while ensuring appropriate oversight for higher-risk decisions.

The Shared Infrastructure the CoE Provides

Beyond governance, the CoE creates value by building infrastructure that departments would otherwise have to build independently:

Prompt libraries: Vetted prompt templates for common use cases. A sales rep should not have to figure out the best way to prompt an AI for prospect research from scratch when the CoE has already done it.

Integration templates: Pre-built integrations between approved AI tools and common systems (CRM, HRIS, project management). When a department wants to connect their approved AI tool to Salesforce, they should be able to start from a working template.

Training materials: Role-specific AI training that goes beyond "here is the tool" to "here is how people in your role use it effectively." Updated as tools and best practices evolve.

Vendor relationships: Consolidated vendor negotiations that produce better pricing than department-by-department purchasing. A CoE that manages enterprise agreements across the full AI stack typically saves 20-30% versus the cost of individual department purchases.

ROI measurement framework: Standardized measurement approaches so that ROI data is comparable across departments. When marketing says "we're saving 10 hours/week with this tool" and engineering says "we're saving 15 hours/week," the CoE ensures those numbers are measured the same way.

Getting Stakeholder Buy-In

The hardest part of building an AI CoE is often the organizational politics, not the technical work. Common objections:

"This will slow things down." Address by designing a fast-track process for pre-approved tools and publishing aggressive SLAs for reviews. Demonstrate speed before credibility is established.

"We already have IT governance for this." AI governance has elements that are genuinely different from traditional IT governance. Explain the specific gaps (model training data use, output quality, regulatory uncertainty) that require AI-specific expertise.

"Individual teams know their needs better than a central team." True, which is why the spoke model involves departmental AI leads who maintain that local knowledge. The CoE does not replace local judgment — it informs and supports it.

Get executive sponsorship first. An AI CoE without executive support will be ignored when it conflicts with departmental priorities. With executive support, it becomes a resource rather than an obstacle.

Metrics for CoE Success

How do you know if your CoE is working?

  • Tool approval cycle time: How long from request to decision? Target under 10 business days.
  • Employee AI tool satisfaction: Are employees getting the tools they need promptly?
  • AI spend efficiency: Is per-employee AI spend producing measurable output? Track this quarterly.
  • Governance compliance rate: What percentage of AI tool use is going through approved channels?
  • Shadow AI reduction: Are the number of unapproved AI tools declining?
  • Business outcomes: Ultimately, is the organization capturing more value from AI than before the CoE? Track this through departmental outcome reports.
