Measurement: Pull total annual contract value from your SaaS inventory and divide by headcount. Track monthly; report quarterly.
2. License Utilization Rate
What it measures: Percentage of licensed seats with at least one active login in the past 30 days, across all tools.
Why it matters: This is the primary indicator of license waste. The average organization runs 20-30% of licensed seats unused at any given time.
Benchmark: Target 80% or higher across the portfolio. Individual tools below 60% are candidates for seat reduction.
Measurement: Pull monthly active user data from each tool's admin dashboard. Track at the individual tool level and aggregate to a portfolio average.
3. Renewal Coverage Ratio
What it measures: Percentage of renewals in the next 90 days that have a completed utilization review and renewal recommendation on file.

What it measures: Average calendar days from initial request to purchase decision for new tool evaluations.
Why it matters: An evaluation process that takes 90+ days slows the organization. A process with no minimum review creates procurement control failures. The right target is structured but fast.
Benchmark: 2-4 weeks for standard tools ($500-5,000/year). 4-8 weeks for significant tools ($5,000-50,000/year). 8-16 weeks for enterprise tools with security reviews.
Measurement: Log the start and end date of each evaluation. Track the average by spend tier.
8. Tool Renewal Decision Lead Time
What it measures: Average days before renewal date when the renewal decision (renew, renegotiate, or cancel) is made.
Why it matters: Decisions made with insufficient lead time result in either auto-renewals (if you needed to cancel) or rushed negotiations (if you needed to renegotiate). 60+ days of lead time is the standard.

What it measures: Year-over-year percentage change in total SaaS spend.
Why it matters: SaaS spend tends to grow faster than headcount, revenue, or any other business metric if not actively managed. Tracking the growth rate creates accountability and surfaces compounding overspend before it becomes a budget crisis.
Benchmark: SaaS spend growth should not significantly exceed revenue growth. If spend is growing 40% per year and revenue is growing 20%, the gap requires explanation.
Measurement: Compare total annual contract value at the end of each quarter against the same quarter in the prior year.
