How to Build a SaaS Vendor Shortlist That Doesn't Waste Everyone's Time

A structured process for building a vendor shortlist — from initial discovery to final 2–3 candidates. Cut evaluation time from 3 weeks to 3 days.

The Shortlist Problem

Most tool evaluations start too broad and stay too broad for too long. Your team is three weeks into evaluating nine tools and you still haven't eliminated half of them.

A well-structured shortlist process does two things: it gets you to a true 2–3 finalists quickly, and it documents why the other tools were eliminated — so you're not re-relitigating the same debates when stakeholders surface tools you already disqualified.


Why Traditional Shortlisting Fails

Spreadsheet expansion: Someone adds a tool. Someone adds another. By week two you're evaluating 11 tools with 30 criteria columns and no one has time to fill it in.

No elimination discipline: Teams are reluctant to eliminate tools without "fully evaluating" them. But fully evaluating 11 tools is a month of work. You need to cut aggressively early.

Stakeholder sprawl: Each stakeholder has a favorite tool. The shortlist becomes a negotiation about whose favorite survives rather than a structured evaluation.

Research quality varies: Some columns have detailed notes, others say "TBD." The person who knows the most about Tool A isn't the same person who researched Tool B. Inconsistent input leads to inconsistent decisions.


The 3-Stage Shortlist Framework

Stage 1: Discovery (Day 1) — Find All Candidates

Start wide intentionally. Spend 1–2 hours on:

  • G2 and Capterra category search (top-rated tools in the category)
  • Peer network — what do similar companies use?
  • Community sources — Reddit, Slack communities, Twitter/X
  • Your network — what have you used before?

Document everything in one place. Don't evaluate yet — just list. You should have 8–15 candidates.

Stage 2: Rapid Elimination (Day 1–2) — Cut to 4–6 Finalists

Apply hard filters to eliminate candidates:

Must-have filter (eliminate immediately if any fail):

  • In your budget range (eliminate tools clearly outside price range based on published pricing or community-reported pricing)
  • Supports your required integrations (check the integrations page — 2-minute check)
  • Appropriate company size (startup vs enterprise tier alignment)
  • Data residency / compliance requirement met

Research filter (quick scan, not deep dive):

  • Run Trackr research reports on each candidate — 2 minutes per tool
  • Eliminate any tool with significant red flags in the research (poor community sentiment, pricing surprises, major feature gaps in the scorecard)

After these two filters, you should be at 4–6 candidates. If you're still above 6, apply a ranking and cut the bottom-ranked.

Document your eliminations. For each eliminated tool, note which filter it failed. This is your paper trail when a stakeholder later asks "why didn't we evaluate [tool]?"

Stage 3: Final Shortlist (Day 2–3) — Score Down to 2–3 Finalists

For your 4–6 remaining candidates, run structured evaluation:

Use a consistent framework: Every tool needs to be evaluated on the same dimensions — not just the features that vendor emphasizes. Weight by your priorities: Not all dimensions matter equally for your use case. If implementation speed is critical, weight Ease of Use heavily. If you're buying for 10 years, weight Scalability. Explicit weighting prevents stakeholders from cherry-picking the dimension where their preferred tool scores highest.

Require alignment before demos: Hold a 30-minute alignment session before scheduling vendor demos. Review the scored shortlist with stakeholders. Get agreement on the 2–3 finalists before investing in demo cycles. This prevents the situation where you're 5 weeks in and someone surfaces a new tool they want to add.


The Shortlist Alignment Meeting Agenda

Time: 30 minutes Attendees: Decision-maker + all stakeholders

Agenda:

  1. Review the initial long list and share what was eliminated (5 min)
  2. Review the 4–6 candidate scores (10 min)
  3. Agree on the 2–3 finalists for deep evaluation (10 min)
  4. Confirm who needs to be involved in the final evaluation phase (5 min)

Output: Written confirmation of the 2–3 finalists and the evaluation criteria the final decision will be based on. This document protects you when the decision is later questioned.

Common Mistakes to Avoid

Don't add tools after Stage 2. Any tool that wasn't in your initial discovery is probably not worth including. The exception is if a must-have requirement emerges in Stage 2 that your current candidates can't meet.

Don't use demos as research. Vendor demos are for confirming shortlisted candidates, not for initial research. If you're running demos on 8 tools, you've skipped Stage 2.

Don't shortlist on features alone. A tool can have every feature you need and still be wrong for your team (implementation complexity, poor support, pricing model that doesn't scale). The 7-dimension framework captures this.
